The anticipated revolution in artificial intelligence, which promised groundbreaking advancements in medical research and corporate efficiency, seems to be lagging behind expectations. Yet, the rapid expansion of AI infrastructure, particularly data centers, has already sparked significant concern among residents living near these facilities. With over 5,000 data centers across the United States, from Indiana to Oregon, tech giants like Amazon, Meta, and Microsoft are establishing sprawling complexes that can exceed 1,000 acres, often surrounded by imposing guard towers and razor wire fences.

In Northern Virginia, for example, residents have voiced their frustrations regarding the incessant hum of industrial fans necessary to cool the sensitive computer equipment housed within these centers. The relentless noise can resemble that of a leaf blower running non-stop, creating an unbearable environment for those nearby. Furthermore, the cooling systems not only generate noise but also consume large quantities of water, exacerbating the strain in areas where water resources are already limited. The financial burden of these data centers often extends to local residents, with utility bills increasing by hundreds of dollars annually as the costs of powering these facilities are passed on to consumers.

Unfortunately, many residents remain unaware of how data centers might impact their lives until it’s too late. In an effort to protect their interests, tech companies are increasingly using nondisclosure agreements to silence local officials, construction workers, and others involved in the projects. This secrecy serves multiple purposes: it prevents competitors from discovering lucrative development sites, while also keeping local communities in the dark about imminent changes that could disrupt their lives.

The incentives for tech firms to continue expanding their data center networks are immense. A recent analysis by McKinsey suggests that the generative AI market could eventually be worth an astonishing $8 trillion globally. To safeguard these lucrative prospects, tech companies employ strict nondisclosure agreements to deter any potential leaks about their plans. However, this approach also appears to be a strategy to avoid stirring backlash from locals who might resist zoning changes or other disruptions.

The tactics employed by these corporations in recent years to establish their vast data center networks can be characterized as mercenary. As the impact of these industrial projects on surrounding communities becomes increasingly evident, it is critical for regulators to intervene. They must ensure that the residents who are most affected by these developments are informed and given the opportunity to assess the implications for their neighborhoods and lives.
