When Russian forces launched their full-scale invasion of Ukraine in February 2022, crossing the border with unrestrained aggression, Dmytro Kuleba, Ukraine’s foreign minister, drew a powerful parallel to the dark history of World War II. He likened the onslaught to the atrocities committed by Nazi Germany, stating succinctly on Twitter, “Ukraine defeated that evil and will defeat this one.” This sentiment encapsulated not only the urgency of Ukraine’s predicament but also set the stage for the country’s primary objective: “Stop Putin.”

For the following 30 months, Mr. Kuleba became a pivotal figure in Ukraine’s international outreach, tirelessly advocating for wartime support from allies across the globe. His efforts were marked by a blend of diplomacy and determination, as he engaged with both longstanding partners and newly interested nations, effectively becoming one of the most recognizable faces in the fight for Ukraine’s sovereignty.

Recently, Mr. Kuleba emerged as the most senior cabinet official amidst what was described by Ukraine’s parliament speaker as a significant reshuffle within President Volodymyr Zelensky’s administration. This move, the largest of its kind since the onset of the war, was characterized by President Zelensky as essential for the country to “achieve all the results we need.” Despite the implications of this shift, Mr. Kuleba has refrained from making any public comments regarding the situation.

As Ukraine’s chief diplomat, Mr. Kuleba dedicated himself to garnering both military and political support on an international scale. He was instrumental in the protracted campaign to persuade the United States and Germany to provide Ukraine with the advanced Patriot air-defense systems, crucial for safeguarding against relentless Russian missile assaults. In a poignant briefing back in March, he emphasized the gravity of the situation by stating, “Ukraine is currently the only country in the world that is subject to ballistic missile attacks almost every day.” He further insisted, “Patriots should be deployed here, in Ukraine, to protect real human lives, and not to remain in places where the missile threat is zero.”
