The chief of El Salvador’s national police, Mauricio Arriaza Chicas, a pivotal figure in the government’s aggressive campaign against gang violence, tragically lost his life in a helicopter crash. This unfortunate incident occurred in the early hours of Monday, as confirmed by the authorities.
The Salvadoran military reported that the helicopter, which was part of the Air Force, went down in an eastern region of the country, close to the border with Honduras. Regrettably, all individuals aboard the aircraft perished in the accident.
Among the casualties was Manuel Coto, the former head of a credit union, who had recently been arrested in Honduras. Coto faced serious allegations of money laundering in El Salvador, adding a layer of complexity to the incident.
Arriaza Chicas served as the police chief under President Nayib Bukele, a highly popular leader who secured re-election in February, largely due to his stringent measures against gang-related crime. On the day following the crash, President Bukele took to social media to express his suspicions, stating that this incident should not be dismissed as a mere “accident.” He announced that his government would seek international assistance to conduct a thorough investigation.
El Salvador, the smallest nation in Central America, historically grappled with one of the highest homicide rates globally, particularly outside of war zones. However, this situation significantly changed after Bukele assumed office in 2019, when he declared a state of emergency to combat rampant gang violence. While this approach reduced crime rates, it came at a substantial cost.
The crackdown on gangs was accompanied by severe restrictions on civil liberties. President Bukele’s administration has faced criticism for jailing thousands of individuals without due process, suspending essential civil rights indefinitely, and deploying military forces onto the streets. A report by the advocacy group Human Rights Watch in 2022 pointedly accused him of being “responsible for widespread human rights violations during the state of emergency.”
