Putin’s Controversial Visit to Mongolia Amid International Tensions

President Vladimir V. Putin of Russia arrived in Mongolia late Monday night for his first state visit to a member of the International Criminal Court (I.C.C.) since the court issued a warrant for his arrest in March 2023. The I.C.C. has accused Mr. Putin, along with his commissioner for children’s rights, of being personally responsible for the “unlawful deportation” and transfer of Ukrainian children to Russia, a serious allegation that has drawn international condemnation.

In the lead-up to Mr. Putin’s trip, the I.C.C. clarified that Mongolia was obligated to apprehend him under international law. However, Mongolia’s heavy reliance on Russia for fuel and other resources has made the likelihood of an arrest extremely slim. The geopolitical dynamics in the region complicate the situation significantly.

The Kremlin has downplayed the potential ramifications of the I.C.C. warrant. Dmitri S. Peskov, the Kremlin’s spokesman, expressed confidence regarding the visit, stating, “There are no worries; we have a great dialogue with our friends from Mongolia.” He further emphasized that “all aspects of the visit have been thoroughly prepared.”

Upon his arrival, Mr. Putin was met by what appeared to be a ceremonial Mongolian military guard at the airport, signaling a warm reception. He is spending the night in Ulaanbaatar, the capital, which indicates a level of comfort and assurance in his presence in the country.

In stark contrast to the official welcome, a demonstration unfolded outside the Government Palace in Ulaanbaatar, where a protestor held a Ukrainian flag in a show of dissent against President Putin’s visit. This juxtaposition highlights the complex and often contentious nature of international relations, especially in the context of the ongoing conflict in Ukraine.
