Revitalizing Downtown San Francisco: The Return of Occupied Storefronts

In the heart of downtown San Francisco, a vibrant energy is making a comeback, thanks to a wave of newly occupied storefronts that had long been absent. Among these fresh establishments is Paper Son Coffee, a unique coffee roaster that has gained popularity for its flavors resonating with both Latin and Asian American communities. Since its opening in June, this coffee shop has breathed new life into the South of Market neighborhood, a space that remained vacant for nearly three years.

“People who either work or reside in the area often stop by and express their delight, saying, ‘Wow, there is something here!’” shared Alexander Pong, one of the proud owners of Paper Son. “Their excitement is palpable.”

Paper Son Coffee is a key player in a larger initiative aimed at revitalizing San Francisco and restoring its vibrancy, which had significantly waned during the pandemic. The establishment was selected to be a part of Vacant to Vibrant, a program launched last year by Mayor London Breed. This initiative seeks to fill the numerous empty spaces throughout downtown, particularly in the bustling blocks along Market Street, which traverse the Financial District and South of Market neighborhoods. Currently, downtown San Francisco holds the highest concentration of vacant storefronts in the entire city.

“Historically, retail rents in the Financial District have been exorbitantly high,” noted Santino DeRose, a principal at Maven Commercial, a real estate brokerage with offices in both San Francisco and Chicago. “However, this program now allows businesses the opportunity to test their concepts and gauge their viability in these prime locations without the burden of high overhead costs.”

Under the Vacant to Vibrant program, city officials, along with business leaders, offer a range of support to budding entrepreneurs. This includes:

• Free rent for a period of up to six months
• Funding assistance for business-related expenses
• Incentives such as technical support and help with obtaining business permits

This initiative is particularly focused on encouraging new businesses to occupy the ground-floor spaces of office buildings, turning previously lifeless areas into bustling centers of commerce and community.
