When there is a clear opposition victory in Britain, the transition of power occurs swiftly and with precise protocol. The Cabinet Manual outlines the official guidance, stating that “the incumbent prime minister and government will immediately resign, and the sovereign will invite the leader of the winning party to form a new government.”

Resignation and New Appointment

  • The incumbent Prime Minister, Rishi Sunak, will resign immediately following the election results, typically on a Friday morning.
  • After resigning, departing prime ministers traditionally take final photographs with their families in Downing Street.
  • Mr. Sunak will then deliver a farewell speech in Downing Street around 10:30 a.m. local time.
  • Following this, there will be a short drive to Buckingham Palace, where the resignation will be formalized in a private meeting with the monarch, King Charles III.
  • Shortly after, the new Prime Minister, Keir Starmer, will meet with the King to be appointed. This process, known as “kissing hands,” involves a brief meeting and handshake.
  • Mr. Starmer is expected to give a speech in Downing Street around 12:20 p.m. local time.

Official Residence and Cabinet Appointments

  • The new Prime Minister, Keir Starmer, will move into No. 10 Downing Street promptly after the appointment, greeted by the permanent civil service staff.
  • Mr. Starmer will then proceed to appoint other ministers, drawing from the candidates in Labour’s shadow cabinet for government positions.
  • It is anticipated that Mr. Starmer will announce his full cabinet by approximately 8 p.m. local time.
  • Further ministerial appointments are expected to be made on the following day, with a break in the afternoon for the England men’s soccer team’s match against Switzerland in the Euro 2024 tournament.
