President Volodymyr Zelensky of Ukraine, along with several Central European nations, had hoped for membership negotiations with NATO during the summit taking place from July 9 to 11. However, instead of immediate membership talks, NATO will establish a coordination mission in Germany to manage various forms of assistance to Ukraine in the long run.
This decision aims to signal strong allied support to Kyiv and also to counter Moscow’s expectations of waning Western assistance to Ukraine. The mission will operate under NATO’s supervision, ensuring continuity even if there are changes in U.S. leadership, including the potential reelection of Donald J. Trump, who has criticized NATO and aid to Ukraine.
The proposal for the coordination mission was developed by the Biden administration and NATO officials as a tangible gesture to Ukraine while reiterating that the timing for full membership is not yet suitable. Concerns include Ukraine’s ongoing conflict, which could draw NATO into active combat. President Biden and German Chancellor Olaf Scholz have emphasized the need for Ukraine to implement reforms to address corruption and enhance democratic practices and the rule of law.
